How We Get There

A Real Plan.
Not a Promise. A System.

Six proven pillars. A five-year roadmap. A city the size of Medicine Hat, Alberta — which ended chronic homelessness. Norman can do this.

The Six Pillars

Built on What Actually Works.

The Norman Home Free campaign is built on proven models — Houston reduced homelessness by 63%. Finland and Medicine Hat, Canada achieved functional zero. The City of Norman should be applying the same approach to our city, at our scale, with our community.

01
🏠
Housing First
Permanent housing — not temporary shelter — is the foundation of every successful model. We house people first, then provide wraparound support. Evidence shows this works better and costs less.
02
🤝
Wraparound Services
Healthcare, mental health, substance use treatment, job training, legal aid, dental care, food security. A shelter bed doesn't fix a foot. A system does.
03
📋
Coordinated Entry
A unified system — every Norman NGO, church, hospital, and jail working from the same database, the same plan, the same goal. No one falls through the cracks twice.
04
💰
Leveraged Funding
$8M in voter-approved seed funding unlocks $100M in state, federal, and philanthropic matching. Norman's investment is the key that opens every other door.
05
🌍
Global Recognition
We are pursuing UN Habitat VLR status and Built for Zero network membership. Norman will be a blueprint — a mid-size American city that proved it could be done.
06
📊
Measured Results
Real-time dashboards. Public reporting. A by-name list of every person experiencing homelessness in Norman, tracked monthly until every name is housed.

2028–2030

Every Norman resident experiencing homelessness housed. By-name list reaches zero. Norman becomes a national model — proof that a mid-size American city can end homelessness.
The Leverage Equation

Norman voter investment
$100M
Total campaign funding unlocked

Norman's $8M seed investment unlocks federal HOME funds, HUD grants, SAMHSA wraparound funding, Gates Foundation partnership, Habitat for Humanity, and international humanitarian foundations.

Freedom is meaningless if people cannot put food in their stomachs, if they can have no shelter, if illiteracy and disease continue to dog them.
